REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICE

Name of project: Preparation of Feasibility Study and Front End Engineering Design (FEED) in compliance with the international requirements for coal handling and preparation plant (CHPP) of Erdenes-Tavantolgoi JSC.

Purpose: Preparation of the "Feasibility Study and FEED" for the CHPP to be constructed in the Tavantolgoi coal deposit area and getting the approval from the "Mineral Resources Professional Council of Mongolia”.
Within the scope of work, the legal entities that meet the following criteria and wish to provide consulting services for preparing Feasibility Study and FEED of the CHPP with capacity of not less than 30 /thirty/ million tons per annum are invited to submit an Expression of Interest. Herein:

The legal entity should have 10 or more years of experience in preparing Feasibility Study and FEED of mineral processing plant.

The legal entity should have experience in providing consulting services to minimum 5 projects in the coal processing industry.
Interested candidates are required to provide the following documentation demonstrating their qualification to perform the services:

Profile of the candidate;

Documents certifying the candidate’s competence to provide consultancy services for Feasibility Study and FEED of the CHPP;

Documents certifying the experience that providing similar services in any of the last 3 years. (engagement letters, summary/statement of engagement letters or successful completion of performance of services, references from clients in respect of similar advisory services and any other documents confirming the same);

Credentials of the team (educational background, professional qualifications, work experience etc.);

Documents certifying the candidate’s financial capability to perform the services (financial statements and audited financial statements of 2017-2018, bank letter, independent auditor’s letter or other documents confirming the candidate’s financial competence);

Documents certifying timely payment of taxes, charges or fees in the relevant jurisdiction (reference from relevant authorities, if such reference is not issued in the relevant jurisdiction, lawyer’s letter or other documents confirming the same); and

Submit a brief introduction of the work proposal and technological solution;
Statement confirming non-occurrence of the following conditions2:

insolvency, liquidation, arrangement with lender(s) to avoid bankruptcy, termination of business activities or any conditions similar to the aforementioned under the laws of the relevant jurisdiction;

failure to pay taxes, charges or fees in accordance with laws and regulations of Mongolia or the relevant jurisdiction;
-
decision of the court or another relevant authority proving breach of procurement contracts or breach in respect of professional activities;
-
decision of the court with respect to corruption offence committed in the past 3 years; and
-
any conflict of interest in any manner whatsoever with the Company which is prejudicial to the Company and its shareholders’ interests.
