Title of Bid Evaluation: Consultancy services for preparation of Feasibility Study and Front End Engineering Design that meet the international requirements for Conveyor System

1. "Erdenes Tavantolgoi" JSC is in the process of concluding a consulting service agreement for the feasibility study and FEED to develop a feasibility study that meets the international requirements of the Conveyor System, so applicants are invited to apply.

2. This conveyor system project will be capable of transporting 93.5 to 110.0 million m3 of soil per year from the West Tsankhi Mine and up to 72.0 million m3 per year from the East Tsankhi Mine. In addition, there are options and phases to increase the capacity of the mine concerning the stripping coefficient and the growth of coal production.

3. The consultant who applies shall submit information (articles, similar work experience, information on the skills and experience of the personnel, etc.) proving that the consultant is qualified to perform the service:

3.1. Detailed information of business entities and organizations;
3.2. A notarized copy of the certificate of state registration of a business entity or organization, the identity card of the CEO; /if a foreign citizen does not have the above documents, a copy of the equivalent document of the authorized body of the country shall be confirmed or submitted in original/;
3.3. To submit an electronic reference from the tax authority, send it by the date after the tender announcement, must have no tax liability or outstanding balance by the reference, if the foreign citizen does not have the above documents, he/she must confirm or submit copies of the equivalent documents to the competent authorities of the country/;
3.4. Description of specialized judicial Archives /if a foreign person does not have the above documents, he/she must confirm or submit copies of the equivalent documents to the competent authorities of the country/;
3.5. Reference from the General Executive Agency of Court Decisions /Unless a foreign person has the above documents, he/she must confirm or submit copies of the equivalent documents to the competent authorities of the country/;
3.6. To submit a written notice of the occurrence of the conditions described in the article 1.11.1-1.11.11 of instructions to bidders;
3. 7. Official letter of no objection to inquiries from the competent authority regarding the submitted documents;
3.8. Design-5.5 "Mining Technology Design and Feasibility study" must be licensed. It may have a license that has not expired under the provisions of the regulations approved by the Minister of the Ministry of Construction and Urban Development in 2013 and 2018. If the foreign person does not have the above documents, he/she must confirm or submit copies of the equivalent documents to the competent authorities of the country/;
3.9. Financial statements certified by the Audit Agency for the last 2 years, 2019 and 2020;
3. 10. It must have been profitable for the last 2 years or any year of 2019 or 2020;
3. 11. To send a list of workforce details; 
3. 12. The sum of sales revenue for the last 2 years or 2019 and 2020 is not less than 50% of the cost of the budget;
3. 13. To submit similar work lists for 2019-2020.

4. Language required for tender documentation shall be in Mongolian. If a foreign legal entity is involved, the application must be translated into Mongolian.

5. Consultants may be involved in partnerships to enhance competencies. The partnership agreement must be submitted and the requirements of the partnership agreement must be met. The Partnership shall provide for Articles 3.1-3.8 at the same time and Articles 3.9-3.13 in sum.

6. Interested parties may request additional information from 07:30 a.m-4:30 p.m on November 15th, 2021, and submit their application in the paper (traditional tender) form at the following address, within 15:00 p.m, on November 16th, 2021.
